The law in Santa Cruz County, California clearly states that it is illegal for a person to operate a motor vehicle while under the influence of drugs and/or alcohol.  California law also states that it is illegal for a person to operate a motor vehicle with a blood alcohol concentration of 0.08% or higher.  These DUI laws are codified in California Vehicle Code section 23152, subsections (a) and (b):
